After recent controversy, the glass elevator project in
Kelingking Beach
, Nusa Penida, which was deemed to pose a risk to Bali’s ecology, was finally officially discontinued by the Bali Provincial Government.
The Bali Provincial Government sent instructions to stop all construction of this glass elevator to PT Indonesia Kaishi Tourism Property Investment Development Group (PT Bina Nusa Property).
It is claimed that the glass elevator does not meet safety standards.Apart from that, the construction of this glass elevator could threaten the sustainability and natural feel of the Kelingking Beach area.

“There will be a warning letter, one, two, three. If it is not (dismantled) action will be taken,” said the Governor of Bali, Wayan Koster during a press conference at the Bali Governor’s Office, Sunday (23/11), as reported by

Furthermore, Koster explained, the Bali Provincial Government has set a time limit for the total demolition of this project of six months.If investors do not move, the government will be forced to immediately step in for forced demolition.
Koster also gave the developer a three month deadline to restore the function and condition of the spatial layout after the demolition.
The project, which is located in Bungamekar Village, Nusa Penida, was initially a collaboration between Chinese investors PT BNP and Banjar Adat Karang Dawa, and began work on July 7 2023 with a value of IDR 200 billion.
The developers are planning this glass lift to make it easier for tourists visiting Kelingking Beach who have had to climb steep hills.However, this project was declared problematic by the Bali Provincial Government.
Apart from violating Bali’s ecological layout and being built in a disaster mitigation zone, the materials used to build this lift are also far from safety standards.
As stated in Bali Regional Regulation Number 3 of 2020, this project is stated to have not received an official recommendation from the Governor and a marine space utilization permit (KKPRL) and the Ministry of Maritime Affairs and Fisheries.
“(Investors) only have UKL-UPL recommendations issued by the Klungkung Regency Environment and Land Service. Changing the originality of a tourist destination (violation) is a criminal sanction,” explained Koster.
Apart from that, the Regent of Klungkung, I Made Satria, has not yet issued a comment regarding the termination of the glass lift project.However, as a form of support for the Bali Provincial Government’s decision, the Regent of Klungkung emphasized that his party would tighten the investment licensing process.
“I am not commenting because that is the authority of the Bali Provincial Government. However, we will carry out close supervision,” said Satria.
The Deputy Regent of Klungkung, Tjokorda Gge Surya Putra Putra, also made the same appeal.Reflecting on this experience, he asked all investors to comply and complete permits before implementing the project.
According to the Deputy Minister of Tourism (Wamenpar), Ni Luh Puspa, the Ministry of Tourism is encouraging all parties to pay attention to every detail when carrying out project development, currently coordinating with the Bali Provincial Government and related parties.
“This area is not only an amazing tourist destination, but also has very high ecological and aesthetic value,” said Ni Luh.
For additional information, here are five violations of the Kelingking Beach glass lift project according to the Bali Provincial Government.
1. Violation of spatial planning in Bali Regional Regulation Number 3 of 2020. Development is in the ravine border area without the Governor’s recommendation and without KKPRL from the KKP.Some buildings are located in coastal waters without permission to use marine space.
2. Environmental violations in PP Number 5 of 2021. Investors do not have a PMA activity permit, only a UKL-UPL recommendation from DLHP Klungkung.
3. Licensing violations related to non-compliance with spatial planning plans with KPPR.The building permit obtained is only for the ticket counter, it does not cover the connecting bridge or glass lift.
4. Violation of marine spatial planning in Law Number 27 of 2007. Concrete foundations are built in traditional fishing zones which cannot be used for tourist buildings.
5. Violation of cultural tourism in Bali Regional Regulation Number 5 of 2020. The project is considered to change the originality of the tourist area.
