Ministry of Health
(Ministry of Health), revealed three community groups that have a positivity rate
HIV
highest in Indonesia in 2025.
These findings were conveyed by the Director of Immunization at the Ministry of Health, Prima Yosep, in the latest presentation regarding trends in HIV cases in the country.
“In absolute terms, we have increased, but in percentage terms, it has slightly decreased. And if we look at the high positivity rate, there are indeed three groups,” said Prima as quoted by

The three groups with the highest positivity rates based on Ministry of Health data are:
1. PLHIV couples (34 percent)
This group occupies the highest position with 3,339 positive cases from 9,709 HIV tests.
This high figure shows that the risk of HIV transmission in intimate relationships is still strong, especially when one partner does not know their status or has not received regular treatment.
2. Sex worker clients (20 percent)
Clients of sexual workers are the second highest group with 4,471 positive cases from 22,454 tests.High-risk sexual activity without protection makes this group continue to be of concern to the Ministry of Health in efforts to suppress the spread of HIV.
3. PLHIV children (17 percent)
The group of PLHIV children is in third position with 728 positive cases from 4,254 tests.Transmission generally occurs from mother to child, both during pregnancy, childbirth and breastfeeding, so early detection in mothers and children is an important step.
Prima emphasized that this group needs more intensive education and HIV testing.
“We may need to continue educating these three so they can be tested, then we can deal with it,” he explained.
The Ministry of Health also continues to encourage the Ending HIV program with a target of 2030. The aim is to achieve target 95, namely:
• 95 percent of PLHIV know their status
• 95 percent of PLHIV receive treatment
• 95 percent of PLHIV undergoing treatment have an undetectable viral load
It is hoped that this effort can suppress transmission, increase early detection, and expand access to treatment for all high-risk groups.
