The fine was given because carrying a pet without a cage while driving is considered to be a safety hazard, or even worse, could potentially lead to an accident.

The law requires drivers who wish to bring pets in the car to adequately secure the animal, for example by using a cage.The goal is that the presence of pets does not cause distractions for the driver.
If caught violating this rule, the sanction given is a fine of 1,000 pounds sterling or around Rp. 22 million.Sanctions can lead to prosecution with the potential for increasingly severe penalties.
“When in a vehicle, make sure dogs or other animals are appropriately restrained so they cannot distract you while you drive. Seat belts, pet carriers, dog kennels or dog guards are ways of restraining animals in a car,” states Highway Code Rule 57.
If this case reaches court, the fine could increase to 5 thousand pounds sterling or around Rp. 109 million.If the fine is not enough, drivers can also receive up to nine penalty points on their driving licence.
For drivers who have only met driving requirements in the first two years, this sanction can result in the license being revoked again.
This regulation is indeed quite strict.However, basically the majority of British police allow pets in vehicles, provided they are properly caged.
Meanwhile, when a traffic accident occurs, insurance usually only applies to the driver and passengers.In this case, pets in the car don’t count.
Even though the driver has insurance, if a pet is found roaming freely in the vehicle, this could trigger problems in the eyes of the law.
