Japanese Prime Minister Sanae Takaichi promised to work hard to eradicate prostitution practices involving women

, in a question and answer session at the plenary session of the Upper House of Parliament on November 6, Takaichi expressed deep concern over the increasing cases of foreign tourists involved in prostitution practices with Japanese women in Tokyo, especially in the Kabukicho district.

In July, four women were arrested in Kabukicho district for allegedly peddling to foreign tourists, according to reports

reported that Japanese lawmaker Shioumura Fumika alluded to foreign media reports labeling Japan as a “new sex tourism country,” adding that the image of Japan as a country that “does not protect women’s dignity” is spreading internationally.
Shioumura warned that some foreign men view Japan as a place where they can buy sexual services without fear of punishment.
He also highlighted a law enforcement system that was considered unequal, where only women who felt they had no choice but to sell themselves were arrested.
Sanae Takaichi acknowledged criticism that the current Prostitution Prevention Law only punishes those who facilitate or peddle prostitution, and does not have clear sanctions for buyers of sex, as quoted

Responding to this, Takaichi said the government would review its regulatory approach in line with social changes.He emphasized the need to prevent the involvement of criminal organizations and protect the dignity of Japanese women.
Increased Tourist and Risk
Japan recorded a significant increase in the number of foreign visitors, namely 31.65 million people between January and September 2025, an increase of 17.7 percent year on year.
This increase was driven by a weaker yen, increased flight connections and looser visa policies.
The figure marks the fastest pace for Japan to surpass 30 million foreign arrivals.However, this surge in tourism has also coincided with international criticism of Japan’s commercial sex practices.
