1. Bilbao, Spain
Bilbao tops the list.The city, which is home to iconic museums such as the Guggenheim Museum Bilbao, is experiencing a huge surge in interest, sparked by the hosting of the UEFA Europa League Final between Tottenham and Manchester United in May 2025.
